Nevada AML Fines Draw Criticism as Too Low, Tied to Caesars and MGM Cases

Nevada gaming regulators have spent the past year hitting Las Vegas Strip operators with a wave of anti-money laundering fines tied to convicted illegal bookmaker Mathew Bowyer, but critics inside and outside the Nevada Gaming Commission say the penalties don’t come close to matching the scale of the failures they were meant to punish.

Caesars Entertainment, MGM Resorts International, Resorts World Las Vegas, and Wynn Las Vegas have combined to pay more than $32 million in AML-related settlements since early 2025. Yet even some commissioners who voted to approve the fines have publicly questioned whether the numbers go far enough to change behavior at the highest levels of Strip casino operations.

A Year of Escalating Penalties

The enforcement wave kicked off in March 2025 when Resorts World Las Vegas and parent company Genting Berhad agreed to pay $10.5 million following a 12-count Nevada Gaming Control Board complaint alleging the property let patrons with ties to illegal bookmaking and felony gambling convictions wager freely on its floor. That penalty remains the second-largest in state history, trailing only Wynn Resorts’ $20 million fine from 2019.

MGM Resorts followed in April with an $8.5 million settlement covering a 10-count complaint. Regulators alleged MGM executives, including former MGM Grand president Scott Sibella, had suspicions about Bowyer’s income sources as far back as 2015 yet allowed him and fellow illegal bookmaker Wayne Nix to keep gambling at MGM Grand and The Cosmopolitan through 2018. MGM admitted wrongdoing as part of the deal.

Caesars Entertainment was the most recent operator to settle, agreeing on November 20 to pay $7.8 million after a five-count complaint found the company let Bowyer gamble across its properties for more than seven years despite designating him a “high risk” customer in 2019. Caesars didn’t formally bar Bowyer until January 2024. The Nevada Gaming Commission approved that settlement by a 4-1 vote, with Commissioner Rosa Solis-Rainey casting the lone dissent because she felt the fine wasn’t “on par” with the other penalties and didn’t adequately account for how long it took Caesars to act.

Why Critics Call the Fines Insufficient

Regulators have defended the settlement amounts by pointing out the math behind them. Control Board Chairman Mike Dreitzer noted that Caesars’ $7.8 million fine was roughly three times what the company won from Bowyer over the seven-year span, arguing the structure ensures operators can’t come out ahead financially even after paying the penalty. Commissioner Brian Krolicki has described Bowyer as a “wrecking ball” that exposed systemic weaknesses across multiple operators’ compliance programs.

Still, the dissent from within the Commission itself underscores the broader criticism: for companies the size of Caesars and MGM, fines in the single-digit millions represent a rounding error rather than a meaningful deterrent. Wynn’s case, while different in nature — involving allegations of unregistered money transfers and an illegal “Human Head” proxy betting scheme rather than a failure to flag a known bookmaker — drew similar scrutiny when it settled for $5.5 million in May 2025, becoming the third Strip operator fined within the year.

Bowyer himself pleaded guilty in 2024 to running an illegal gambling business, money laundering, and filing a false tax return. He was sentenced to a year and a day in federal prison and ordered to pay more than $1.6 million in restitution to the IRS. His case has become the throughline connecting nearly every major Nevada AML enforcement action of the past 18 months, and regulators have signaled they intend to keep scrutinizing Strip operators’ sportsbook compliance programs as more details from the Bowyer investigation continue to surface.

What Comes Next for Nevada Operators

With four major settlements now on the books in less than two years, Nevada regulators face pressure to prove the next round of enforcement carries real teeth. Both the Gaming Control Board and Gaming Commission have indicated further scrutiny of Strip casinos’ know-your-customer and source-of-funds verification processes is likely, particularly for properties that have not yet faced a formal complaint tied to the Bowyer case.

For bettors who frequent Strip properties or shop for the best Caesars promo code offers, the fines themselves have no direct impact on day-to-day wagering. But the scrutiny highlights how seriously state regulators are treating AML compliance as legal sports betting and casino gaming continue to expand, and it’s a reminder that even the biggest operators in the country aren’t immune from regulatory consequences when internal controls fail.
