The Tampa Bay lineup is not a pushover, but the Rays do tend to generate strikeouts against right-handed pitching, and Jax has established himself as a reliable arm in the Baltimore rotation. Camden Yards is a fair neutral environment for this prop, and the weather tonight in Baltimore is clear at 75 degrees with minimal wind. Nothing in the conditions is working against him.
